Ive tried somethign else with the machine now. I disconnected all cables from the board save for power and the CPU cooling fan. I disconnected power from the CD drive, Hard Drive, floppy drive, and one of the two case fans. Turning on power this time resulted in the one case fan spinning up and staying on, however, now the CPU fan did not turn on, and I still recieved no POST beeps.
Relatively new whitebox unit fails to POST.
The machine I am working on will not POST, let alone do much of anything for more than 3 to 5 seconds. Upon hitting the power button the HDD and Power lights activate, and all fans in the system come up to speed. But within the aforementioned time span, all fans stop, and the HDD lite goes out. However, the power light stays on.
I have two possible ideas, A)power supply failure, or B)processor damage. Considering that all the fans stop, however, I dont think the latter possibility is too likely. However, I have already tried swapping power supplies and get the same problem. Im looking at the components now for possible incompatabilities.

Processor : AMD Athlon XP 2000+ 266Mhz FSB approx 1.6GHz
Memory : Infineon 256MB or 512MB (Label removed)
Hard Drive: Western Digital WD1200 120GB
Optical drive: Emprex CD/RW
AGP Video : Asus ASUS V 8170 A4 - MX440DDR - A2 (64MB)
Power supply: Powmax 400Watt
Tested with a CWT 110Watt power supply, providing power for only the mobo and HDD.
Im reseating the RAM, I might even try swapping the RAM.
