How do I boot a flash drive with data from a Linux Mint operating system in Windows 10.?

You can't boot anything in Windows 10. It's the BIOS that boots.
You can't boot from a USB stick with only data. You can only boot from a bootable USB-stick.
Maybe rephrase and explain your question?
then can use this in windows to access that ext type file system.
