Going there now.
Folks - sorry I didn't realize there was a Dell Forum. I originally posted this in the "Computer help" forum. One person replied and I replied to them. If anyone can suggest something/help I appreciate it. Here is the discussion so far...

Boot Up Problems - Dell Inspiron E1505 - New!
by Pat Gatto - 2/15/10 1:23 PM
Greetings All,
2 weeks ago I shut down my Dell laptop with a camera still plugged into the USB port. I disconnected the camera with the computer off. I've had problems booting up ever since. The start up screen appears and just hangs. I have to hit the power button (but not hold it) and it will shut down. Then I boot up and hit the F8 key and choose "repair computer". The message is always the same "if you have a camera or other device plugged in, disconnect it before rebooting." Nothing is connected to USB except the mouse. After running "repair" the computer boots up normally. Can anyone help?

when you disconnect that USB mouse?
You said: "Nothing is connected to USB except the mouse."
Also, you might hae some luck with the "Last known good configuration" option when making use of the F8 key.

I disconnected the mouse and re-booted. The computer hung on the "welcome" page. I re-booted, hit F8, clicked "last known good configuration"... computer again hung on the "Welcome" page. I then had to reboot twice hitting F8 and choosing "repair computer" before I was able to successfully boot up.
