You might try.

Zapping the PRAM. Hold down the Option key + Apple key + R + P immediately after the first chime and wait for the 4th chime then release.
Other than that, you are currently doing all that can be done. One other suggestion. If the above does not work. Unplug the AC adapter AND remove the battery. Leave it alone for 30 Mins and then replace the battery and the AC adapter. This resets the logic board. Try to boot.
Other than that, without the System disks you are in trouble. What makes you think it is a conflict with NAVM7? Is this something that you just installed?
This is the ClamShell iMac? The one with the handle at the back or is it a white one?

Conflict w/NAVM7
Aug 18, 2005 2:23AM PDT

I know it is a conflict w/NAVM7 because I just installed it, restarted computer when the problem occurred. When I hold down the spacebar it freezes at the extension manager control panel on Norton program line. When I let it start up normally, it freezes at Norton's icon. Yes it is the clam with the handle. Thank you for replying, hoping you have other suggestions.

Hmm,
That's a really old piece of software, but you already know that.
Take the CD it came on and boot the machine from that.
No CD?
What happened when you started up the machine while holding down the SHIFT key? This turns off all but the most important extensions and all of the third party ones. If this boots the machine, go to the extensions manager, you will have to find it as it will not be where you normally look, and set the extensions set to OS9.x.x ALL. Close the window and restart.
I don't quite understand the reference to the Norton program line in the extension manager.
If the machine boots, and holding down the space bar brings up the extensions manager, don't try to turn stuff on or off, just change the Selected set to OS 9.x.x and hit continue or restart.
Once the machine has booted again, remove the offending Symantec rubbish and throw it in the trash.
Was there any particular virus you were trying to stop?

Trying to keep cool

I tried the shift key to turn off extensions. Clock comes up and computer freezes. I used the spacebar, computer freezes at the extension manager console. It won't allow me to go any further. What CD or you referring to? I downloaded the 9.2.2 upgrade, so I don't have that CD. When I put in the original 9.0.4 CD, it states it needs an updated installer disk.

Is this the answer to my question?

Yes

You should be able to boot the machine from the Symantec Antivirus CD.
Failing that, System software Restore disks are available, from Apple, for your machine

System restore
Aug 19, 2005 2:19AM PDT

I have the the original 9.0.4 Software Install, Restore and the AppleCare Protection plan CD. But because I downloaded updates and installed OS 9.2.2 it asks for newer installer disks, which I don't have. I also, downloaded NAV so again I don't have a disk.

Question - I have access what looks like the equivalent to a DOS prompt can I manually remove NAVM7?

I did command, option, shift,& delete, the screen says welcome to Open Firmware.

Step away from the machine

Using the 9.0.4 CD, you should be able to start up the machine and access the HD.
From there you disable Norton extensions by dragging them out of the extensions folder.
Do you have any other disk that will start up your machine?.
If you have a screen that says "Welcome to Open Firmware" - RESTART your machine. It is NOT any form of DOS prompt.
