Open the side cover and inspect inside. If any dust bunnies, blow them out. Observe any fan(s) make sure they rotate freely, try it, I do mean freely. Observe upon power-ON what the system fan(s) do and/or any leds, they light up? Also, any beeps, etc.? Reseat the video card, if possible or its cable and other cables as well, fully reseat. Check all componets for obivous damage, inspect closely. look for any "bulging, leaky, distented, blown capacitors. The power supply has failed or one of its power legs, replace. Reseat ram, or swap around, etc., use ESD caution handling. Retest, what are the results.

Before doing any of the baove, just allow the system to be left on and walk away, get a coffee, soda, smoke, give it 10-15min. before shutting down and trying the above.

Unplugging the failed IDE DRIVE (hard disk, cdrom) lets the boot continue.
