Did your clean install include a formatting of the boot drive?

More info is needed as to the nature of the trouble.

The Boot.ini is a System File which is normally hidden.

Check in your Folder Options and click the View tab.
Then scroll down and uncheck the option "Hide protected operating system files".

Now look in the root of your C Drive and the Boot.ini file should be there.

If it is missing you won't be able to boot into XP at all.

Let us know if this is the case.
