blurred/jumping/static picture on ln40b650 samsung lcd tv

I get a halo around peoples faces,jumping on fast action,horizontal lines thru grafics and faces,and blurring. I have tried reseting,readjusting,and different sources of content(fios/directv/air) nothing seems to help. Any suggestions?

Has this happened since you purchased it, or did it intermittently start? Also, have you checked the cables in hooking up the different sources? Do HDMI input sources cause the same problem?
