Bluetooth set up

I have been given a bluetooth speaker for my laptop, which is a Toshiba,
satellite pro, 500gb Hd, 12 GB RAM, Windows 7 SP1, 64 bit. It has bluetooth but I can't switch it on, it cant see the speaker. I also have mobile with bluetooth and it can't see that either! I have never used bluetooth before. I am not experienced with computer, mainly emails and looking for information or shopping. I found out it has 14 Toshiba stack or something like that, but I cant find that information again, (yes I am a dummy) but I found a page and snipped it but don't know how to send the snip to you. Its headed AVRCP 1.3 Test tool, and asking for data to be put in boxes as here:
BD_ADDR: The box shows six lots of 00: and underneath that another box with Local MTU and in the box FFF0 (dont know if this is O or zero). I have no idea what info to put in these boxes. Does anyone know what this means.
