Bluetooth issues

I drive for a living and don't use data on the road. I need a phone that has bluetooth voice activation,(voice dialing some call it), tap the bluetooth and it should say "say a command" and I say "Call work" and it happens. Simple right? I am having a hard time finding such a phone. It seems that Samsung, or androids, need data to have voice calling and that is an extra cost. Help please.

All the new systems record your command and send it to the mothership to analyze the voice and send back the text. Frankly it's a hit or miss if it works.

I own a hands free device from Blue Ant, model S4 that does precisely what you described. Should work with almost any Bluetooth phone. Hope that helps.
