Blue screen but not blue screen

That's a Windows 10 feature.

Where the controls and such take a color from somewhere. Maybe the background.

From the web:
"Right-click the desktop and select “Personalize”, or open the Settings app and select “Personalization” to find these options. Pick the “Colors” category. Disable the “Automatically pick an accent color from my background” option."

Mine went RED for a time.

I worry it's hardware or video driver issues. There's no PC details so let's hope it's the setting I noted first.
