I assume you are talking about flash pictures.
I've never see one that looked neon blue.
Is she on a cobalt diet. (a minor joke)
Most of the ones I have seen are an eerie white.
Makes the dog look dangerous.

We own a purebred 8 year old female mineature schnauzer, she has always had blue eyes in pictures. Everyone always marveled how pretty the eye color was, Iam not sure why her eyes are a pretty medium color blue but I'd like to think of her as our "little angel." Shes healthy, no illness so far, no broken bones, etc. No matter what kind of camera we use flash, or no flash, digital, her eyes always come out this pretty blue. Its fine with me, better than a scary RED!
The blue eyes caused by flash are not usually beautiful.
And they are not always blue.
Many produce white eyes.
Most look a bit unnerving.

Uhm, same as "red eye" in humans. It's just that various quadrapeds have a different refection coming back from their retinae. I've seen some cats with really scary looking green reflections. The color will also vary with the exposure it impresses upon your pixels. The less bright the exposure the more the color shows. Hey, work with it. Scare the dickens out of your neighbors with pictures of your dog with glowing eyes.
