Unlikely. Here's just the office filter example. At the offices we silently discard email from "bad" domains and if it meets some list of rules. If we tell what these rules are or "bounce" the email, we just get more spam.

HTML is also stripped to plain text and the space and security savings are enormous.

jim,
I think i have interpreted your request differently to Bob Poffitt - mainly because you gave little detail. Would help to know why the sender is being blocked and if you are wanting to receive the email or not (ie is the sender a friend).
logic:-
If you dont know the sender and you dont want the email (spam for example) do nothing - as sending an email back will only result in more spam - read the latest press release by Bill Gates and will find out why.
But if you know the sender and you want their email but your IT office has blocked it, why not ask your IT people why they blocked the email so that you can let your friend know the do's and donts of sending you mail.
Or if you know the sender has been blocked and the sender is a friend why not just email or ring them!
More info needed jim!!!!
