However, if it is not actually Public, then the owner may have placed restrictions on the network to prevent people freeloading on it. MAC address listings could be a reason, where the owner specifies MAC addresses for those devices they will allow to connect and denies all others.
There would be no warnings or error messages.
You could try telling the iPhone to forget that network and then try again to connect to it.
(Again, assuming that the network is Public)

Just as a matter of interest, what, and where do you get, Public Access Privileges?
OpenVPN will not help you here, to use a VPN you have to have a connection.

I am trying to connect to WiFi in a public location I frequently am around. I want to listen to music through YouTube without draining my data. I used to be able to connect and do this but now, though I can see the names of the access points, my phone will indefinitely stall when trying to connect. I believe that I am being blocked on a specific level and I want to know all possible ways to get back onboard to the connection. I am not concerned about causing a problem or doing things I shouldn't on somebody else's network. I just want my public access privileges back. I have researched and tried a few methods to disguise my device or identity but I don't think I'm doing it right, so any advice from the ground up is appreciated. I spent most of my efforts trying to find out what OpenVPN is and how it might help me, but I am still not sure if that's a viable solution or not to connect back to this public WiFi connection.
