Blackjack II - how to install .net framework 3 ??

I downloaded .net framework 3.5 and I can't figure out how to install it into my phone

- I'm pretty sure I have 1.0 right now and I have windows mobile 6.1

lol i said i downloaded it already,,

then i dragged it into my phone into the main folder and it didn't execute when i tried to open it to my phone

That's not the one to drag to the phone.

This one is run on the PC and it will install to the phone over Active Sync or WMDC.

Drag to phone was not noted in the link given. Where did it say to do that?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
