BIOS won't load

A while back I upgraded my graphics card from a GT740 to a gtx1070, since then it has been giving me issues.

Anytime the computer turns off, I end up having to turn it off and on a ridiculous number of time for it to actually boot up. When it's on, it works great. I took it to a computer repair place but they couldn't figure out what the issue was. Any ideas?

As I said, when it turns on right it works great. It's specifically only when it's shut down for any reason.
