Why do you need a BIOS password?

As far as passwords, how would we know it?

Can you explain more about what you are trying to do?

Research.

Starting with http://www.google.com/search?hl=en&source=dell&q=How+do+I+reset+my+Dell+Inspiron+2650+BIOS+PASSWORD%3F

http://www.tech-forums.net/pc/f84/dell-inspiron-2650-bios-reset-209329/ finds the method many use but remember that if the hard disk is password locked, for most they end up installing a new hard drive.

Before you ask is there a way around that the answer is that this is to keep files and more private.

Consider the costs the fee for learning about passwords and how much it can cost to lose them.
