BING - How do I get rid of it??

This annoying little "helpmate" window is aggravating. It's often offered when you download something, and I've made efforts to untick the box every time it comes up. However, it's slipped in from somewhere and I don't want the window opening up for me everytime I open the computer.

Can anyone advise how to remove it?

I'm operating on Vista system.

Specifically:
1.) What browser(s) are you using?
2.) Is this related to a download from a specific site or any site?
3.) When did this first appear?
4.) What does the window look like/state?

In short, Bing, the Windows live product, is just a search engine and does not extend to other sites, install on your computer, etc. Thus, more information is needed to determine what the source of the issue is.
