Any one know of a program that will encode/decode binaries files ?

Given only what you've written in your post, I can conclusively write that it's unclear that Windows NT/2000 can do this.

If you want to view a binary file in say HEXIDECIMAL as opposed to say ASCII, do a google search on hex viewers. There are many forms of binary files, including the code that runs your computer. Coverting binary back to a readable language (English or programming) is involved.
