BIG Problem. Windows in a restart loop & No safe mode

I am need of a miracle.

My computer is stuck in what i think of as a restart loop. After powering on, windows xp screen appears (w/moving bar at bottom) sits there for about 7-10 sec then screen goes blank and about 3 sec later it restarts. Windows login does not appear. It will continously loop thru this process.

At first Safe mode only started with out networking options. But now I can't start in safe mode at all it just reboots the computer after the scrolling screen of items being started. I am not sure what this could be, and have no idea how to get at least safe mode working.

Windows xp service pack updates
900 mhz celeron
264 mb ram
nvidia graphics card ge-mx70

Any ideas would be great

Change first boot option in BIOS to run from cd, and Press 'R' when choice screen comes up after installing basic drivers, etc. Type 'chkdsk /r' and wait an hour or two.

Restart Loop

Might seem benign but try unhooking any usb enabled devices, ie: mp3 players, printers, etc. I have 2 mp3 players connected to my computer but sometimes have to unhook them when restarting because my computer gets to a black screen then sits there and does nothing. I also had a problem with a printer that caused the computer to be stuck in a loop upon restarting. For whatever reason, unplugging the cable solved my problem!

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
