There is in fact a new Messenger client. However it's called Microsoft Messenger Live rather than messenger 8.
The current latest version is 7.0 for windows 2000 and 7.5 for windows XP.
Messenger live is currently in BETA TESTERS right now. This means only some microsoft beta testers were given the opportunity to try it out + 2 invites each.
I have already tried it out via other methods and it's nothing special.
