best way to install new boot hard drive

I would like to replace my boot 7200 rpm WD hard drive with a new 10000 rpm Velociraptor WD hard drive. I was going to clone the drive but the device we have at work will not clone from the 1TB drive to the smaller 600GB drive. Is there freeware available or should I pay for software? Should I just go ahead and reinstall the os on the drive. I have a windows upgrade disc from vista and I have all of the applications to reinstall.

WD has a clone util.....free to download.

It looks like if you select "manual mode" for the clone you can jockey around partition sizes.

If you have over 600GB of data on the 1TB unit.......your toast.
