8 bucks for a cable from HDMI to DVI. http://www.amazon.com/AmazonBasics-HDMI-DVI-Adapter-Cable/dp/B001TH7T2U
2 bucks for just the adapter. http://www.amazon.com/DVI-D-Male-HDMI-Female-Adapter/dp/B004CHATO4
6 bucks for the HDMI cable. http://www.amazon.com/AmazonBasics-High-Speed-HDMI-Cable-Supports/dp/B003L1ZYYM/
So 8 bucks.
As to HDMI to VGA, I've yet to see any I'd write nice about.

I had a thought today - my Chromebook is a lot quicker to start up than my desktop computer, so it could be convenient to hook it up to my monitor so I can browse in HD without waiting a minute or two for my desktop to start up after I come home. I came up with a few possible solutions, but it's hard for me to tell which is the wisest.
My desktop is hooked up to a 21.5" Full HD widescreen monitor (through DVI) and a 19" second monitor (through VGA). Both monitors of mine just have DVI and VGA inputs. If my 21.5" main monitor had HDMI, it would be easy, but alas. Regardless of what I do, it looks like it would require an adapter, as my Chromebook only has HDMI output.
Here are my ideas:
1. Use HDMI to VGA adapter to hook up my Chromebook to my widescreen display. Quite cost-effective; since I have a spare VGA cable, all I need is a $10-15 adapter. Unfortunately, VGA doesn't seem to do so great at HD resolutions.
2. Swap cables to my desktop and connect Chromebook through HDMI to DVI adapter and another DVI cable. Less cost-effective, could introduce lower-quality graphics to my desktop experience.
3. Connect both through HDMI using an HDMI switch. Expensive; requires HDMI to DVI adapter, DVI cable, and DVI switch. Would bring the highest possible video quality, but definitely more expensive than I'm willing to invest in such a young idea.
I guess my main question boils down to this: would the VGA signal from an HDMI to VGA adapter be any better than the VGA signal directly from my desktop's video card? And, to go along with that, would either of them be low quality enough that it would be particularly bothersome to use such a display regularly?
