Question

Best tablet- drawing on a photo

Im looking for the best tablet/computer/laptop option. Want to take a picture with the device, than draw on it and save to the cloud. Would also like to have a PDF that I can draw on as well and than save as well, different versions. Open to andriod or ios. Price isnt the first concern.

I think you are confusing

The applications with the hardware. So for each major platform of iOS, Android and Windows you have to find the apps you love.

So for hardware I'd look at the new Apple Pro tablet and Pencil.

I don't see any current high end Android tablets today as Google seems to be letting their Nexus lapse.

Do you mean a tablet computer (like an iPad) or a drawing tablet (XP-Pen)?

In the case I like the XP-Pen Star G640S ( https://www.xp-pen.com/goods/show/id/371.html ). A small one if you draw with small amount of hand movement. If you prefer large sweeping strokes a larger tablet may be in order. Tablets can be remaped to screen or screens and a small portion of the tablet can be maped to your whole display. So a Large tablet can also work like a small tablet. XP-Pen DECO version function about the same the newer one have some real hardware button that can be programmed and customize the user interface a little better then older versions. Such as XP-Pen DECO 02 ( https://www.xp-pen.com/goods/show/id/324.html ) .

Be sure if you get this you know your return and refund options. The amount of spam tells us they are promoting it too much. That is, the product may not be that great.

It seems that you are posting a vague question. If you are looking for a tablet computer, iPad could be the first choice. You would like to draw pictures. Actually, almost all iPad models could do that job.
