VOIP depends on your connection, sound card, OS, provider.
Leased lines depends upon the equipment being used by the company, weather conditions, other radiation- electric storms, aurora borealis, etc.
If you have a goods OS and good equipment deicated to PBX- even a personal one- you will get good sound quality.
Both have the pbx setup, a good OS, good equipment, and connect.
Good leased line providers and connect.
Find a time where the traffic is less for you and the conditions are optimum for him.

My boyfriend is in London and I just moved from my country to Rochester, New York. We used to chat over 2 hours a day, so the first thing I did when I got here was to find a way to enable us to TALK. I have Verizon cellphone wt LG VX8350(said to have the best reception in Rochester area)& Time Warner digital phone wt VTECH CS5111(said to have "crystal clear sound quality") but my boyfriend CAN'T HEAR ME on both of these!(My boyfriend uses 3 mobile in UK)
We were considering using Rebtel, but don't know how the sound quality is...
Anyone knows what phone/cellphone has the best sound quality when receiving calls from UK mobile?
Time Warner technician said I should search for different channels when I'm on the phone cuz sometimes there is interruption between wireless router&digital phone. So if I keep away from the router when I talk on the phone, will the sound quality be better?
Please help...we havn't had a nice conversation for weeks...it's torturing...

PS.I heard SKYPE has an even worse sound quality, so we won't consider that.
