Best internet rates

Have a second apartment in Washington, DC. Suspect that my online queries lead to sites backed by providers. Seeking for guidance on how to determine the absolute best rates by zip code. Main use is email through a Wi-Fi mobile device with no cellular contract...I did just acquire a Vision Wi-Fi TV.

Perhaps there are others similarly situated.

one of the better sites for comparing service providers in your area is DSLReports iAs far as I know they are not associated with any service providers.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
