best is subjective
It would help if you state where you are located (U.S.?) and if you already have service. Knowing how many minutes per month you would be using would help too. Most of this stuff is readily available on the carriers web sites if you look at their tables by the country you are calling/texting.

2011 need advice on best international cell plan & phone
I live in Califronia, a beginner on cell phone. My main objective are to communicate with friends family in Indonesia freely and keep the cost down. Any suggestion ? Thank you.
It would have been better to raise your own discussion
because this one is now a couple of years old.
I have absolutely no expertise in cell phones as I try to avoid them at all cost. However, I would suggest that using any cell phone for international calls is going to be prohibitively expensive. Cell phone companies have no wish to reduce tariffs and where I am in Europe they are only now beginning to think about it because of pressure from Governments. But they are kicking and screaming all the way.
If you have a computer and a land-line, have you considered Skype?
Whatever you do, don't use a calling card with a cellular phone, it will use your plan airtime.
