Best HD video editing software for $200 64 bit

OK I know that is not a lot of money for video editing but what is the best video editing software 64 bit?

I have been using Serif Movieplus but it's horrible and I can't even export my project that I worked on for 3 years (ok so it was only part time).

I prefer if possible to have software that has a help line or forum as I am not too technically capable and usually need help.

I have a workstation category laptop I7 quad core using windows 8.1.

$200 is lots of money for video editing when you are not doing it professionally. I have not done any HD stuffs so I can't recommend any but here are the software company I often hear about; Adobe, Sony, Nero, Corel, and some other. I think most might cost around $100, not $200, sometime lot cheaper when it's on sale.

I see amazon selling corel's version 7 for 34 bucks.
