The Canon G12 is an excellent choice.
There are few small cameras with those features.
Here is a comparison/review of three of them:

I'm looking to buy a camera before the VAT increase, and have so far looked quite favourably at the Canon G12. However, I do understand that its sensor isn't as big as one you would find in an ICL/ d-SLR & therefore won't perform as well.
Whichever camera I buy in the end, it must:
1. perform well in low light conditions
2. have image stabilisation
3. have manual controls (focus, aperture, white balance etc.)
A viewfinder would be nice too.
With this in mind, would you recommend the G12 - is it the best compact? What are the best alternatives to it (in a similar price range)?
