Best CANON digital camera 2013

I would like to present a digital cam to my friend for Christmas.

Please suggest the best CANON digital camera under 400$ .
Are the power shot HS model better than power shot IS series ?

Which canon series is the best one to buy ?

For some folk "best" may be a pocket point and shoot. Someone else would demand something with lots of controls. One person declared that all cameras that didn't use AA batteries off their list.

What I'm writing here is that "best" is best to those that know what best is.

All I would like to do is present my a friend a compact camera to capture her 3 yr old pictures.

Although I don't need a professional camera requirements, I wish the image clarity is crisp and the camera is worth the budget.

Can you please suggest few models for point and shoot camera please ? Or can you provide what are the pros and cons to look for ?

Need clarification.
Are you saying take pictures of 3-year old pictures or
take pictures of a 3-year old child.

If you are saying take pictures of pictures, then you should consider a scanner.
If you are saying take pictures of a three year old child, then consider the Canon S110.

You can compare two or more cameras.
Canon rates the cameras with red stars

For any active child I would recommend a camera with a bright lens (approx f/2.0).
Canon S110 or one of the G series cameras.
