If you are looking for a camera that you can pull out and just fire away at a concert or a club, you will be disappointed.

The camera used for these photos is the Canon Digital Rebel 300D, with a 50mm f1.8 lens.
Most of these photos are taken at 1/100th of a second at f1.8 and with ISO set to 800. Cost of camera and lens is about $700-$800, now that the Canon Rebel 350D has come out.
The Rebel does not have video mode and the lens he was using does not zoom.
Any camera under $200 will be unable to capture pictues like the ones shown.

Now if you are wanting to do night scenes and other low light shots where action is not involved, then you can do that with some under $200 cameras.
The new Canon A510 sells for just under $200 and it has the necessary features for low light photography, but not low light ACTION photography.
You will need a tripod.
The A510 has two scene modes that might work for you:
Low Light
Slow Shutter
If that does not capture the subject well, then you can switch to manual mode and select the shutter speed, ISO settings, and aperture.

Of course, it can be less than 200 too. I really dont care about the MPs either. A video function and zoom would be handy too.
