Best camera for low-light setting?

Hi, I need help in buying a new digital camera.

My budget is within the $200-$400 range.

My top priority is being able to take photos in a low-light setting... I mainly use my camera when I go out at night (to bars, clubs, restaurants, etc.). Any suggestions would be greatly appreciated!
