Best cam to record evidence for police?

I'm trying to catch someone in the act of doing something. I want time and date on there, if not, it's ok.

I want to be able to upload it to a DVD, other media... internet.

I'm on a budget, I would prefer to spend within $100-200

So far almost all units can have the time on the tape. But given how we can set the clock why would that be accepted as evidence of the time?

There are long discussions about the time, date and more so be sure you do things like take a shot of The Clock Tower or other date time that is not set by you.

Hint? Ever notice folk snap a picture of the cop's watch or other time pieces?

local Police Department what the minimum requirements would be for them to react/respond? Start there, then start shopping.
