To stream 4K today is a lot of horsepower. I can't explain it why a 100 buck Amazon Fire 4K TV box can do this but a 1,000 buck PC struggles. Anyhow to stream at 1080 doesn't require much.

My husband uses an old laptop to stream gaming tournaments on our 4K TV (via HDMI cable). Said laptop is at the end of its life, so I would like to get him a replacement for his birthday.
What's my best option here? All I need this thing to do is stream reliably, and the higher graphics quality the better, of course. I'm looking at a ballpark of $300, but if that's unrealistic, I can push it a little.
Should I be looking at laptops, desktops, or mini desktops? Again, it's JUST for streaming purposes. In the case of a desktop, we have spare peripherals (and room under the TV for a desktop), so no worries there. Mini-desktops appeal to me, but I'm unsure if they can support the kind of graphics quality I'm looking for.
