Specifications do not always reflect real-world performance. A camera having 1080p or a particular compression method does not guarantee the best quality; it could even be worse than a camera with lesser on-paper specs. That said, Sony has a lot of experience with manufacturing video electronics, and the HX9V is probably as good as it gets for cameras of its type. The only negative I've heard is that it is slow in response. When you push the record button, it takes a moment for it to actually begin recording. That could be a bit of an annoyance if you are trying to catch a fleeting moment on video.
Gettin my second digital camera and video quality is most important to me.
