BENQ 16X DVD WRITER PROBLEMS

Bought this writer from liquidation sale, was in unopened box with all bits and pieces. However, writes and reads DVD's ok but completely ignores CD's. Any ideas welcome.

No boot from said drive is a bad sign.

Since the installed OS is not used, it points to hardware issues.
