BDE Administrator?

I was looking through the Control Panel today and found "BDE Administrator," which I never noticed before. Its icon has red-and-white strips in the background, with a wrench in the foreground.

What is this application?

It seems to be

something to do with Databases - Borland Database Engine (BDE)

Google it, and see if you can find out more.

Also, I found via Google that

it gets installed with some software programs so it is probably associated with a program that was installed at the same time that it appeared in the control panel.
