The battery light on my laptop is on but the system will not power-up? Is there anyone out there that knows what this means?

Try posting more about the laptop such as it's brand and model. Tell how old and what sort of maintenance you do. I can tell you that one very common tip is this:

A: remove the battery
B: press and hold the power button for 30 seconds to 1 full minute
C: re-install the battery
D: attempt power up again

Good advice.

I offered that over the years and folk seem to let go too soon so the advice changed to the full minute (60 seconds.)

This gets reported regularly on a mobile laptop cart at a school where I do some volunteer work. I suspect it's quite often caused when students don't properly shut down after use but just close the lid with an already low battery. When the laptops are put back in the cart, someone forgets to plug in the power supply so they can recharge. Days go by and the laptop becomes unresponsive even with a power brick plugged in. So far the procedure mentioned has always worked.
