Basic laptop to replace old Dell model

I was reading through past discussions I might have asked about recommendations for a good brand of a basic laptop to replace a 6 year old Dell laptop which has lots of problems. The next laptop wouldn't have to be a Dell; it could be another brand.

All I do on my current laptop is email, web surfing and watch an occasional video on YouTube. Dell had a laptop with a Celeron processor and a 15" screen a few months ago for $199.99 but that deal is now gone.

Any new laptop wouldn't have to come with a built in DVD drive since I haven't used mine on my old Dell unit from day 1. Recommendations for another new not a refurbished laptop in the $300.00 price range or less if available would be appreciated. Finally are those Chromebooks something to consider or do they not work like a basic laptop?
