Bad switch

Putting together new computer:
Gigabyte GA-Z170XP-SLI
I5 6600K
Crucial Elite memory 32gbDDR4
NVidia GTX 1070
Corsair H110i AIO cooler
Corsair 750 watt psu
Antec 900 case
The problem is when I power up the system, it will run about 10-15 seconds, shuts down, and then starts back up. Does not get to post screen.
Will a bad case power switch cause this behavior. All the internal components are new. The case is one I've had since it was introduced.

Unplug hdd's / optical units / video card / ram....test

easy test would be to use a screw driver. Unplug the "power on" connector then use the screw drive and touch the pins momentary, if it work then the problem is the switch...but I doubt it.
