Please dont ask me to system restore
Jan 29, 2015 2:14PM PST

I already tried but none of the restore points worked

Restore points don't work with Norton or Kapersky.

If you don't know why, well, time to learn why.

have you tried changing the file ending?
Jan 29, 2015 8:48PM PST

to something like png or jpg, see if that changes anything?

Also Chrome and Firefox sometimes uses base64 for internal system icons and pictures, but I don't recall that being as a file, but in the xml pages. I mention that since it seems browser related.

Nope

Definetely not browser related. It happens whenever a process trys to start

Most likely trojan? SPROTECTOR.

yes, that's it!
Jan 30, 2015 4:17AM PST

Trojan.SProtector, HKLM\SOFTWARE\WOW6432NODE\MICROSOFT\WINDOWS NT\CURRENTVERSION\WINDOWS|AppInit_DLLs,

c:\progra~2\sna09d~1.sus,
Good: (),
Bad: (c:\progra~2\sna09d~1.sus),
Replaced,[b9ec9eb58fec2b0bf78c93c76c957a86]

I don't know how good this advice is, seems very involved, but same file shows up in it. Search Protector and/or Speed Cleaner was installed?
