Bad burning

After burning my media on to a DVD and playing it back on a DVD player i get this problem which is, if the picture is still all is ok but once the film pans i get a jerking movement can you tell me what is the problem, it does not matter what conversion tools i use i always get the same problem.

Now try:

1. Playing that same DVD on another player.
2. Converting and burning that same media file (use your USB-stick) on some other PC using the same programs.

What happens?

DVD issue(s)

What burning software are you using? What disk type, + or - ? The - format is probably the most likely to work with standalone players. Need a little more information.

I have used both + & - discs i still get the same problem.
