If you want to make the project in powerpoint, take a blank presentation and copy your stock image to that slide then put your writings over that with the help of text box. This is not at all a very tough job.OS is not important here.

You do realize, I hope, that one must remove the existing background in a photo before another image will show through. A decent photo editor, and some training is usually needed to perform this operation.
