If so, connect them both, one each to a USB port, then Copy/Paste.
If not, connect the first usb disk to the computer, copy the files to some temporary directory on the C drive, unplug that drive, connect the other, and copy the contents of that temporary directory to the newly connected drive.
Or may be I am missing something in your question?
