Available Wireless Networks problem

For some reason, nothing shows up in the "View Available Wireless Networks" window, while I know that I am connected to a wireless network (though not the one I wan't to be on).

All it says in the window is:

Windows cannot configure this wireless connection
If you have enabled another program to manage this wireless connection, use that software.
If you want Windows to configure this wireless connection, start the Wireless Zero Configuration (WZC) service. For information about starting the WZC service see article 871122 in the Microsoft Knowledge Base on the websie.

What I don't understand is that it never said this before, and Ive never seen this on anyone else's computer who uses a wireless network. To my knowledge, I don't no anyone who subscribes to this WZC service either. Also, I can add new wireless connections in the Wireless Network Properties window (there is a missing tab). Please any help would be greatly appreciated.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
