The AVI was oddly encoded and it was not a bug in VLC. Don't feel bad as a I write that encoding takes time to decipher and learn about. Again, there is nothing wrong here unless you consider the system of encoding to be broken.
Use MEDIAINFO to inspect the broken file.

Hi guys....im using the latest VLC.....and my OS is windows vista home basic......whn i play an audio or a video file in VLC, only the video is playing and the audio is muted.....ive tried changing all kinds of audio settings in vlc and both windows audio settings...still no use....whereas if i play the file in windows media player the audio is coming !! i reinstalled vlc twice and did an antivirus scan check for the whole system...still no audio in VLC !! pls help me out !
