Audio equalizer for entire OS X?

I'd like to find an audio equalizer (it can be much more basic than the iTunes equalizer) for the system at large (10.5.Cool.

I realize that Audio Highjack Pro would be able to do this (at least I think it would) but I don't want to spend that much simply to __basically__ change the tone on an occasional radio talk show that I am listening to that sounds muffled (i.e. not enough treble).

Any suggestions would be greatly appreciated.

Again this is for the audio out and really only needs one treble and one bass control.
