Audio and Visual Stuttering

My PC recently developed an audio and video stutter that it hadn't had before and I'm wondering if any of you could help me solve the issue.

I first started noticing it while playing FFXIV, but it carries over to everything else as well. Youtube videos have microstutters while playing and small sounds of static every time it happens. While moving my mouse I notice the same thing.

It happens in safe mode and persisted after resetting windows 10.

If it happens also in Safe Mode and with a version of Windows that did work correctly earlier, it could be the speed of the Internet connection (or interference on the WiFi if you use that). Or some hardware issue in your PC that's still unclear.

- Can you compare the Internet speed with what it was to see if it's lower now?
- Does another PC/laptop (if you don't have one your, ask a friend to try) on your Internet connection work as it should?

It still happens in safe mode, but I use a direct connection. No wifi

The internet speed is the same as it was before. No real problems there. It doesn't really feel like internet lag. More like my entire pc is skipping like a CD.

Every other PC and device on my network is working just fine

Tried another analyzing program and it came back with this, but I don't really know how to apply the information. The driver asstor64 is causing problems?

What is attached on that interface. A common find is a HDD with high values in 01 and 07 SMART registers. I use SPECCY to get a look at the drive health.

1. C5 shows pending fixes waiting to be written out. I will only summarize how SMART, sector reallocation works here so if anyone wants to correct me, go ahead as I won't write all that here.

This drive might be OK after a long format. "MIGHT". I can't guarantee that.

2. Value 01 is a tad high but nothing as bad as I usually see. But it's a sign.

3. Once you get all your files off that drive try the long format and re-test.
If that didn't clear it up, try another... break here. These take a lot of time. I won't because I don't have that time. It usually runs overnight. /break

Try the long format and then if that didn't clear up the spikes, do a zero write or blanking of the drive empty space (remember we start with a formatted HDD? do not place files on it) with something like https://www.google.com/search?q=ccleaner+write+to+empty+hdd+space&gl=US

4. See how the drive is performing with USERBENCHMARK.COM

If the drive is say in the below 33% mark, there's something amiss with this drive.

5. The drive isn't dead yet, just having a reallocation fit. Some of the ideas above might and I stress might clear it up.

PS. Why we use the CCLEANER blanking method.

Reallocation occurs on writes so having a blank freshly formatted HDD is best to cause these pending reallocations to trigger and get done.

Go to the mobo maker's site and get the latest bios[non-beta] and drivers.
Go to the gpu maker's site and get the latest driver.
Disable msft driver updates....use google.
