I would like to know what is ATX12V power supply,and the advantages of it.

PSU

The ATX 12 PSU is mainly used on newer Mobo's that reguire power for the CPU independently. Most have a 24 pin or a adapter from 20 pin to 24 pin for the newer Mobo main power, separate power plug-ins for graphic cards and CPU, higher quality units also have SATA power plugs.
You can check this site to view some of the newer PSU's.

If you are going to update to a new Mobo, you should look into buying a high quality PSU. If you buy a new case, the PSU that come with the case may work O.K. with older Mobo's, but may not work with the newer boards. Try to buy a case without a PSU and add your own, in the long run you will come out better.
