Attachments don't reach destination

Using Outlook 2002 on Windows XP Home. When I send messages with attachments, they arrive at their destination without the attachments, but it doesn't happen all the time. My Sent folder shows the messages and attachments correctly. File types involved (so far...): .ppt, .doc and .tif
Anyone has any clues?

If they appear correct in your Sent Items folder ...

it's more likely to be a problem with the receiver than with you, IMO.
Does this happen with ALL receivers of such a mail, or only ONE them?

Easy to check: put your own emailaddress in the BCC-field. You'll receive a copy of the message. With or without attachment?

One business I send to I can't send .zip .doc and others.

All are stripped. In their case their stripper lets .RAR through. This is specific to their IT staff policy and implementation.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
