Are there any CRMS out there that offer in house Campaigns?

I see a lot of Email Campaigns and many CRMs seem to only support this type of campaigning but I'm more interested in setting up a Campaign for my staff to complete. A kind of in house, bulk work load generator for the crew if that makes sense?

Very problematic.

By in-house I take it you don't want to use a cloud or other service. This means your CIO, IT get to set all this up and again NO ONE OR COMPANY is going to help you get email and other services in such a scenario.

https://www.google.com/search?q=campaign+crm finds such offerings but what you seem to be asking for is the cloud solution without the cloud.

Your CIO and IT have a lot of work ahead of them.

Not quite there

You seem to be mistaken. I'm referring to Email Marketing Campaigns which are not what I'm after. I would like the opposite. A campaign to my staff members targeting certain groups of leads and creating tasks for each of those leads to be completed by my staff members. i.e bulk work creation. E.g. Sam and Sally are my workers I want Sam and Sally to work on maintaining communications with a certain group of leads over the next 3 weeks trying to push a certain product. The group of leads consists of 400 people from the local area that I don't not want to spam with email marketing. I want a tool to generate the tasks for Sam and Sally at my command

That sounds more like

Work Flow management. Still something your CIO and IT curate and implement.

Once in a while someone tries to do such without the usual company talents. For them it can be a struggle.

Even so, I'd think about looking at Work Flow solutions over "Email Campaigns" and CRM.
